Vice President Li Shaoping pointed out that over the last year, Shanghai courts have explored courageously and acted positively, giving full play to the role of the ¡°leading wild goose¡± in the reform and providing good experiences that can be replicated and promoted for the comprehensive promotion of supporting reforms in other areas. To further comprehensively deepen the overall reform of the judicial system of the people¡¯s courts, Vice President Li Shaoping put forward the following requirements: first, take the Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the guide, hold the historical position, deepen the understanding on reform and deepen the comprehensive supporting reform of the judicial system in an all-round way with stronger confidence and determination; second, thoroughly implement the central government¡¯s decision deployment on the judicial system reform, seize the key points of reform, focus on outstanding issues, and comprehensively promote the comprehensive reform of the judicial system; third, correctly grasp the methodology of judicial reform work, fulfill the main responsibilities, pay close attention to reform and implementation, and unswervingly carry out judicial reform work to the end.

In his speech, Secretary Chen Yin pointed out that Shanghai courts have closely followed the decision deployment of the CPC Central Committee, the Supreme Court and Shanghai Municipal CPC Committee, made every effort to promote the implementation of various reform tasks and achieved positive results. On the next step to deepen the comprehensive reform of the judicial system, Secretary Chen put forward the following requirements: first, we need to further improve the political position, strengthen the responsibilities, and effectively enhance the sense of responsibility and mission of deepening the comprehensive reform of the judicial system in an all-round way; second, we need to further strengthen confidence and determination to optimize the implementation of the organization, and all the reform tasks should be straightened out, decomposed and implemented one by one to fully promote the comprehensive reform of the judicial system; third, we need to further consolidate the ideological consensus, form a joint effort in work, and promote the comprehensive reform of the judicial system as a whole, contributing wisdom and strength to the acceleration of building the judicial system of socialism with Chinese characteristics.

During the communication, President Liu Xiaoyun introduced the achievements of Shanghai courts in the reform pilot over the one-plus years. He pointed out that Shanghai High People¡¯s Court carried forward the spirit of reform and innovation, actively explored and continued to practice, basically completed the tasks of the reform pilot and formed a systematic system of results, contributing the ¡°Shanghai judicial wisdom¡± to the whole country. President Liu Xiaoyun presented the experience and learning of Shanghai courts in promoting the comprehensive reform of the judicial system in respect of handling the top-level design and grassroots exploration, overall planning and key breakthroughs, paying attention to both current and long-term perspectives, internal reform and external coordination, reform promotion and technology assistance.

The meeting informed the judicial reform supervision made by the Supreme People¡¯s Court and issued the Opinions on Further Implementing the Judicial Responsibility System as formulated by the Supreme People¡¯s Court. Courts from 11 provinces and municipalities including Beijing, Tianjin, Zhejiang and others exchanged and discussed the experience and practice in the comprehensive reform of the judicial system. Some NPC deputies and invited advisors from Shanghai High Court made communication speeches. Participants also watched the feature film on the comprehensive reform of the judicial system of Shanghai courts and the demonstration of the criminal case handling system with intelligence assistance of Shanghai courts, the early warning analysis system of trial execution and supervision of Shanghai courts, and the China (Shanghai) Pilot Free Trade Zone digital court system.
