on december 21, 2017, shanghai hongkou district people¡¯s court (hereinafter the ¡°court¡±)hongkou district consumer council (hereinafter the ¡°council¡±) held an opening ceremony for an online  mediation exemplary baseconsumption dispute circuit trial venue with a view to resolving consumer disputes in diversified forms. mr. sheng yongqiang, deputy secretary of party leadership groupvice president of shanghai high people¡¯s court, ms. tao ailian, deputy directorgeneral secretary of shanghai consumer council, mr. yuan quan, deputy district chief of hongkou districtmr. xi jianlin, secretary of party leadership grouppresident of the court, attended the ceremonyjointly unveiled the nameplates. mr. shen li, member of party leadership groupvice president of the court, hosted the ceremony. those present also included heads of no. 1 civil division of shanghai high people¡¯s court, hongkou district market supervisionmanagement bureau, hongkou district consumer councilthe court¡¯s departments.

mr. hu weiwen, director of hongkou district market supervisionmanagement bureau, firstly introduced the districts¡¯ efforts in mediatingresolving consumer disputes. president xi jianlin said that the courtthe council had worked together to explore a mechanism that combined onlineoffline as well as litigationnon-litigation channels to resolve the consumer disputesfacilitate intelligentefficient resolution. deputy district chief yuan quan pointed out in his address that the courtcouncil¡¯s in-depth cooperation onexploration into the diversified consumer dispute resolution mechanism was an importance practice to implement the general principles of the 19^th national congress,we should expand channels, strengthen publicity, innovate formsimprove protection over consumers¡¯ rightsinterests for the next stage. general secretary tao ailian indicated that this ceremony had deepenedpromoted the combined litigation-mediation mechanism of the city¡¯s consumer council system with the court system, stood as an innovative move for a safer, more reliableorderly consumer environment. all of us present should uphold the consumer-centric philosophy, stay committed to providing more considerate, professional, standardized servicesmake further exploration to popularize reproducibletransferable practicesexperience. vice president sheng yongqiang also said the foundation of the consumer dispute exemplary basecircuit trial responded to the cpc shanghai municipal committee¡¯s requirements on building the four brands in the city, namely service in shanghai, made in shanghai, shopping in shanghaiculture in shanghai,expanded channels for effectively resolving the disputes. in terms of the work for the next stage, mr. sheng put forward three requirements. the first was to improve the joint governance for consumer dispute resolution based on diversified mechanisms. to be specific, we should focus on the requirement of ¡°establishing a social governance model based on collaboration, participationcommon interests¡±, build a soundopen diversified dispute resolution system, strengthen the cooperation between the courtconsumer councilreduce consumers¡¯ cost of right protection. the second was to carry out regular communicationraise the professionalism to protect the consumers¡¯ rightsinterests. the efforts include the further improvement of information sharing mechanism, innovation of case training methods, addition of the forms of legal publicity, guidance for consumers to protect their rights by law,creation of a soundorderly consumption environment. the third was to facilitate intelligentconvenient consumer dispute resolution by resorting to the information technology. the specific measures include making the full use of the advantage of information technology in time, spaceresource, promoting the innovative application of information technology in dispute resolutionincreasing the efficiency of resolution. on the following seminar, the courtthe council kept discussing the legal issues involved in consumer disputesexchanged views on the implementation of work concerning the circuit trial. prior the unveiling ceremony, all leaders present watched an online mediation of consumer dispute.
