Shanghai Maritime Court¡¯s Special Report on Building an Intelligent Maritime Court Published in The Blue Book of Rule of Law by Chinese Academy of Social Sciences

on feb. 7, 2018, institute of law of chinese academy of social sciencessocial sciences academic press jointly released the blue book of rule of law -- annual report on informatization of chinese court no.2 (2018), which includes a special report of shanghai maritime court -- building an intelligent maritime court relying on ¡°ai +¡± work pattern in the section ¡°the informatization of local courts¡± (hereinafter ¡°report¡±).

building intelligent maritime courts is a requisite for servingguaranteeing the implementation of national major strategies, carrying out the five-year plan of people¡¯s courts on it application,accelerating the building of an international maritime judicial center. on june 28, 2017, the first intelligent court practice base of the ry built with approval of the supreme people¡¯s court -- intelligent maritime court (shanghai) practice base was officially established in shanghai maritime court.

the report introduces that the work of maritime courts often requires expertiseinvolves foreign elementscross-administrative district jurisdiction, thus having special demands for it application. for example, they need to collectuse data such as information of shipsfreightshipping elements, build channels for transnational (cross-border) check of documentsverificationa big data analysis system of foreign-related cases as well as a foreign-oriented information publicity platform,meet the requirements of remote trialcase review, cross-administrative district litigation servicecreation of soft environment under rule of law.

accordingly, with problemdemand orientation, shanghai maritime court has made active explorations in the development of intelligent maritime court for the purpose of solving difficulties in the enforcement of maritime trials according to the requirement of building version 3.0 of people¡¯s courts informatization. first, in terms of serving the people, the court has effectively expanded channels for diversified dispute solution through internet mediation platforms,has developed remote trial systemremote case review system to facilitate efficient trial of the dispatched tribunal. second, in terms of serving the enforcement of trial, the court has developed a ship data analysis system to facilitate accurate, efficientsafe handling of ship-related cases,uses intelligence aided case handling system for cases concerning delivery of goods without b/l to help handle similar cases in a standardized, uniformefficient manner. third, in terms of serving trial management, the court has started using the maritime coordinationcommand center integrating trial management center, executioncommand center, police protection center, information management centerliaison centerbig data case analysis system to form uniform trial standards.

according to the report, the tasks of shanghai maritime court for facilitating the development of intelligent maritime court in the next stage are as follows: collect all-round data to build a safe, stable, advancedcontrollable big data exchangeprocessing center through efficient data linkagestorage service outsourcing based on the cloud storage service of the information center of the supreme people¡¯s courtthe central database of shanghai high people¡¯s court build an intelligent case-handling platform, which includes online intelligent maritime litigation system, whole-flow online intelligent case-handling systemintelligence aided case-handling system,use ¡°ai+¡± to improve the qualityefficiency of trial enforcementimprove litigation service ability build an intelligent office platform, improve oa system, online logistics management system, digital intelligent management system for fixed-assetarchive managementintelligent security system, use technology to improve justiceadministration ability,raise the level of judicial guarantee.
