on the occasion of the 28th day down to the opening of china international import expo (ciie) , a "trial court for foreign commercial cases" tailored for the ciie ¨C shanghai qingpu district peoples court west hongqiao (ciie) peoples tribunal (hereinafter referred to as "west hongqiao (ciie) tribunal") ¨C was officially unveiled in national conventionexhibition center (shanghai) on october 8, 2018.

liu xiaoyun, party secretarypresident of shanghai high peoples court (hereinafter referred to as "shanghai high court"), zhao huiqin, party secretary of qingpu district of shanghai, sheng yongqiang, party deputy-secretaryvice-president of shanghai high court, xia kejia, party deputy-secretaryhead of qingpu district of shanghai, chen meng, party membervice-president of shanghai high court, lu weimin, member of the party leadership group, director of the political departmentnews spokesman of shanghai high court,lin xiaonie, president of shanghai qingpu district peoples court (hereinafter referred to as "shanghai qingpu court") attended the inauguration ceremony.

to kick off the unveiling ceremony, lu weimin read out the official reply on approving shanghai qingpu district peoples court setting up the west hongqiao (ciie) peoples tribunal. then, xia kejia read out the official reply on approving the district peoples court setting up the west hongqiao (ciie) peoples tribunal. afterwards, liu xiaoyunzhao huiqin unveiled the plaque of west hongqiao (ciie) tribunal together.

zhao huiqin extended her congratulations on the founding of west hongqiao (ciie) tribunalput forward three demands. first of all, the tribunal shall conscientiously improve political standinguphold the partys absolute leadership on the court work. secondly, the tribunal shall actively serve the overall developmentcreate a stable, fair, transparent,predictable business environment for the ciiethe development of west hongqiao region. thirdly, the tribunal shall stick to the people-centered concept,properly handle the relationship between service safeguard of the ciiejustice for people, so that people can share the achievements of reformdevelopment.

liu xiaoyun stated that the establishment of west hongqiao (ciie) tribunal is a key measure of shanghai courts to servesafeguard the ciie, indicating that the shanghai courts servicesafeguard work for the ciie has entered a new substantial phase. centering on the legal needs of the ciie, shanghai courts will pool the power of the courts in the entire city to provide high-qualityefficient judicial servicesafeguard for the ciie according to the requirements of the center governmentshanghai municipal party committee of the cpc.

after the unveiling ceremony was over, shanghai high court held the press conference in national conventionexhibition center (shanghai) where sheng yongqiang introduced the general conditions of the municipal courts provision of servicesafeguard for the ciie, lin xiaonie introduced the basic information of west hongqiao (ciie) tribunal,lu weimin chaired the conference. lin xiaonie,gu quan, director of research office of shanghai high court, took questions from reporters.

prior to the press conference, shanghai high court played a video called rule of law with wisdom in ciie, which expounded on the workmechanism of shanghai courts servicesafeguard for the ciie.

the press conference announced that since 2018, shanghai courts have implemented the designated jurisdiction for the cases concerning the ciieestablished the new-type trial team to exert the intensive trial effects. for instance, after the establishment of west hongqiao (ciie) tribunal this time, shanghai qingpu court has formulated the work rules of west hongqiao (ciie) tribunalregulations on the acceptinghearing scope of cases of west hongqiao (ciie) tribunal, establishedimproved the institutional mechanism of west hongqiao (ciie) tribunal, so as for the courts to play a fundamental role in settling any conflictdispute on the spot at the earliest time possible.

in the meantime, shanghai courts attach high importance on the convenient judicial functions, continuously promote the diversified resolution mechanism for disputes concerning the ciie shanghai courts fairly hear the cases concerning the ciie, equally safeguard the legal interests of the party involved, strengthen the research on legal issues regarding the ciiethe guidance on trial implementation of complicated cases,constantly improve the trial quality of such cases.

as released on the press conference, west hongqiao (ciie) tribunal covers an area of 435 square meters in total, which is built as per the layout of "one tribunal plus two centers" where "one tribunal" refers to the trial court,"two centers" refer to the litigation service centerthe mediationlitigation center. the tribunal mainly acceptshears four categories of cases under the jurisdiction of the shanghai qingpu court, including civilcommercial cases involving the ciie, those involving exhibitions, those involving national exhibitionconvention center, as well as foreign commercial cases.
