Xuhui Court continues to build a law-based business environment from four aspects

In response to the decisions and deployments made by the Party Central Committee, the Municipal Party Committee, the Xuhui District Party Committee, and the Shanghai High People¡¯s Court (SHPC) about optimizing the business environment, and in line with the Action Plan 3.0 for Shanghai Courts to Promote the Construction of A Law-based Business Environment, the Xuhui Court has worked to strengthen organizational leadership, establish rules and regulations, and implement the accountability system in order to promote the construction of such an environment.

One, strengthening organizational leadership. A leading group to promote the construction of a law-based business environment, headed by Cao Jie, secretary of the party leadership group and president of the court, has been set up. The members of the leading group are members of the party leadership group, who will be responsible for overall coordination and leadership. An office is also set up under the leading group, and each department is headed by a group member, who is responsible for coordinating the implementation of specific tasks.

Two, establishing rules and regulations. The Opinions of the Xuhui Court on Further Promoting the Construction of A Law-based Business Environment and a breakdown of tasks have been developed. The Opinions explore the ways to comprehensively deepen the mechanism for building a law-based business environment by revolving around five major aspects: meeting the index of ¡°contract performance¡±, meeting the index of "bankruptcy handling", strengthening protection of intellectual property rights, promoting civil and commercial disputes to be resolved in diversified and efficient ways, and intensifying coordination and links with the outside. The breakdown includes 20 tasks generated from the five aspects above. The person and the department responsible for each task are defined and priorities are highlighted to ensure the steady and orderly progress of each task.

Three, building a platform for thematic discussions. The leading group office will be located in the trial and supervision court, which will convene regular meetings to study and implement the decisions, deployments and other related requirements made by the district committee and the SHPC, strengthen the checking system, and guide and urge all departments to fulfill the tasks.

Four, strengthening information links. Each department shall appoint a liaison officer to communicate with the leading group office, and be responsible for implementing and promoting the work and tasks deployed by the leading group and its office, and submitting work plans and summary reports. The completion of related tasks shall be included in the performance assessment of all departments to ensure that feedback is provided and messages conveyed timely and smoothly.
