On the afternoon
of June 10, the Shanghai No. 3 Intermediate People¡¯s Court, the No. 3 Branch of
the Shanghai People¡¯s Procuratorate, the Anti-Smuggling Bureau of Shanghai
Customs, and Shanghai Maritime Police Bureau jointly signed in Lin-gang the Opinions on Serving and Guaranteeing the Construction
of Lin-gang Special Area of China (Shanghai) Pilot Free Trade Zone and
Strengthening Anti-Smuggling Work, aiming to give full play to their
respective judicial functions, strengthen the joint efforts to fight against
smuggling crimes, intensify the anti-smuggling work in the Yangshan Special
Comprehensive Bonded Zone, and provide more solid and powerful judicial
protection for the development of the Lin-gang Special Area. Zhu Zhisong,
Deputy Secretary General of the Shanghai Municipal Government, Secretary of the
Party Leadership Group and Executive Deputy Director of the Lin-gang Special
Area Management Committee attended the meeting. Chen Yajuan, Secretary of the
Party Leadership Group and President of the Shanghai No. 3 Intermediate
People¡¯s Court, Xu Yanping, Secretary of the Party Leadership Group and Chief Prosecutor
of the No. 3 Branch of the Shanghai People¡¯s Procuratorate, Zhu Kangping, Secretary
of the Party Leadership Group and Director of the Shanghai Customs
Anti-Smuggling Bureau, Fu Qiuhua, Deputy Party Committee Secretary and Director
of the Shanghai Maritime Police Bureau, etc. attended the signing ceremony. Qu
Furong, member of the Party Leadership Group and Vice President of the Shanghai
No. 3 Intermediate People¡¯s Court interpreted the content of the Opinions.
President Chen Yajuan pointed out that the
construction of the Lin-gang Special Area of China (Shanghai) Pilot Free Trade
Zone is a major task entrusted to Shanghai by the Central Committee of the CPC with
President Xi Jinping as the core. It is necessary to take the joint signing of
the Opinions on Serving and Guaranteeing the Construction of Lin-gang Special
Area of China (Shanghai) Pilot Free Trade Zone and Strengthening Anti-Smuggling
Work as an opportunity, and fully take into account the
particularity of Lin-gang Special Area of being located in China but supervised
by customs, to intensify efforts to accurately crack down on smuggling crimes
and derived criminal activities that violate intellectual property rights,
destroy environmental resources, and endanger food and drug safety; strengthen
the coordination of relevant parties; unify the law enforcement concepts and
case handling ideas; establish and improve resource and information sharing
mechanisms; strengthen mutual supervision and restriction; and give full play
to the role of judicial functions, so as to provide superior and effective
judicial services and guarantees for the development of Lin-gang Special Area
