Brief Introduction of the Court

Changning District People's Court of Shanghai was established in September 1952. Its trial court office building is located at No. 1133, Hongqiao Road, Changning District, adjacent to Hongqiao Central Business District, the business center in the western area of Shanghai, and close to Hongqiao transportation hub. The Court has 274 registered permanent staff, among which 259 hold Bachelor's Degree or above, including 2 PHDs and 156 Masters in Law (including 32 on-job ones), and postgraduates account for 43.8 of the total number of staff. In recent years, the number of cases accepted by Changning District People's Court has been increasing at a double-digit annual rate on average. In 2013, all 20,547 cases accepted were closed and enforced, boasting a case closure rate of 100% and a continuous sound trend of the enforcement work.

 

Organizational Structure

Changning District People's Court of Shanghai has 17 functional departments, including 12 trial business tribunals (departments) such as the Criminal Tribunal, Juvenile Tribunal, Civil Tribunal I, Civil Tribunal II, Civil Tribunal III, Civil Tribunal IV, Enforcement Department, Administrative Tribunal, Case Filing Tribunal, Case Filing Tribunal II,Trial Supervision Tribunal, Litigation and Mediation Transition Center, and 5 comprehensive departments namely the Office of Political Affairs, Supervision Office, Executive Office, Research Office, and Bailiff Brigade.

 

 

 

 

 

Court Development

In November 1984, Changning District People's Court set up the first juvenile tribunal in China. In the past three decades, this glorious collective known as the 'Jewel of Justice in Shanghai' has won a number of glorious titles such as the 'National Excellent Post in Juvenile Rights Protection', the 'Model Collective of National Juvenile Court', the 'Model Collective of National Juvenile Delinquency Study', the 'Model Collective' of Shanghai City, the 'Trial Pioneer' of Shanghai, and was awarded the First-Class Merit Citation to Collectives by the Supreme People's Court and Shanghai High People’s Court in1995 and 2005 respectively. In June 1, 2011, the Juvenile Tribunal won the 8th 'Shanghai Magnolia Award on Children-Related Work', the highest award granted by Shanghai Municipal People's Government for children-related work.

In 1989, the Court, together with Women's Federation of Changning District and other six units, found the For-Children Parent School, which has been named the 'National Model Parent School', the 'National Civilized Women Post', the 'National March 8th Red-Banner Holder Collective' by the All-China Women's Federation and the State Education Commission of China, and was awarded the 'National Excellent Unit in Family Education' and other honorary titles and was named 'Outstanding Parent School in Shanghai' for five consecutive times.

In 2003, the Court pioneered the model of litigation and mediation transition which set up the mediation counter in the people's court, a positive exploration in building diversified dispute resolution mechanism with Chinese characteristics. At the National People Mediation Work Conference held in July 2007, the Supreme People's Court gave full affirmation to the work of the Court and promoted same nationwide. In 2012, the Litigation and Mediation Transition Center was formally operated as an independent department and entered a phase of large-scale development, with more than 10,000 cases mediated in a year.

Since 2009, the Court has been actively exploring the reform of execution flow management mechanism to improve the performance of execution work, pushing forward the trial method of nine steps for major cases to clarify the ideas of trial, and strengthening the litigation-related petition work in all respects to enhance the level of trial management, attracting broad attention from courts across the country.  

Honors

Over the years, under the leadership of the CPC Leading Party Group of all successive sessions, Changning District People's Court adhered to the theme of Justice and Efficiency, performed judicial functions in accordance with laws, and strengthened team building, thus making positive contribution to the economic development and promoting social harmony. It has been awarded the 'Good Court Satisfactory to the People', the 'National Model Court', the 'National Model Unit in Cultural and Ideological Progress' and other honorary titles, and has been named the 'Shanghai Model Unit' for twelve times in 20 consecutive years. The Court was awarded the Second and Third Class Merit Citation to Collectives in the court system of Shanghai respectively in 2010 and 2012. The Civil Tribunal I of the Court was awarded with such honorary titles as the 'National Model Court Collectives in Guiding People on Mediation' and the 'National Model Court Collectives in Civil Trial'. In the meantime, Changning District People's Court has always adhered to the strategy of developing the court with talents and imposing strict requirements on personnel over the past six decades, and has cultivated a number of model individuals such as the 'National Model Judge' Sheng Yongjiang, the 'National Trial Expert' Zou Bihua, the 'Shanghai March 8th Red-Banner Holder' Chen Yajuan, the 'National Model Individual in Protecting Children and Women's Rights and Interests' Gu Xuelei, the 'National Model Individual of Court in Dealing with Demolition-related Complaints' Ji Lihui, and the
'National Model Work of Court in Case Handling' Mao Jinlin.
