Party Building leads to cohesiveness, brand empowerment drives
development. Recently, Fengxian District held a launch ceremony for the
creation of district-level agency unit party-building brands. At the launch
ceremony, the Zhelin Court of the Fengxian District People’s Court shared and
exchanged innovative practices and distinctive highlights of their “Zheli
Shangxue” Party - building brand.
I. Brand Connotation
The Zhelin Court is located in Zhelin Town, Fengxian District.
The name “Zheli” signifies that this Party - building brand was established by
the Zhelin Court. “Shangxue” means advocating learning, representing the
brand's aim to create an excellent learning platform. It guides Party members
to value and love learning, continually improving their political qualities and
professional abilities, thereby ensuring fair justice.
The “Zheli Shangxue” logo takes the pursuit of fairness and
justice as its creative core, while also integrating three elements: Cudrania
tricuspidata (Carr.) Bur. ex Lavallee, the court’s balance scale, and books.
The central part of the logo is the Cudrania tricuspidata (Carr.) Bur. ex
Lavallee, representing the natural beauty of Zhelin, while also symbolizing the
court's deep roots in this land. On both sides of the logo are balance scales,
representing the court’s pursuit of fairness and justice. At the top are books,
symbolizing the court’s spirit of continuous learning and proactive progress.
II. Key Practices for Party Building- The “Five Learning”
Mechanism
First is leading learning by all party members. Based on the
individual strengths of party members, all party members are taking on
leadership roles in learning activities. Party members leading the learning
focus on topics related to ideology, current affairs, and professional
knowledge. By adopting this learning approach, each party member transitions
from being a supporting role to the leading role, achieving excellent learning
outcomes.
Second is diverse learning promotion. “Online learning
promotion” involves introducing education to the cloud, integrating fragmented
time for online learning. “Case-based style for learning promotion” involves
holding regular warning education sessions at the end of each month, conducting
clean government education through typical cases. “Examination-driven style for
learning promotion” involves insisting on examination after learning,
organizing monthly political theory assessments on required technical knowledge
and skills to improve learning efficiency. “Supervision-driven style for
learning promotion” involves conducting supervision and inspection through
regular heart-to-heart talks to ensure the effectiveness of learning.
Third is collaborative group learning. To promote the
integration of party building business and enhance the ability of party members
to serve the overall situation, Zhelin Court, together with judicial office
within the jurisdiction, police stations, law firms, and village party
branches, has established the “police station, judicial office, legal service
office and one tribunal” + “Zheli Guardians” collaborative group learning
model. Currently, focusing on issues such as how the rule of law promotes rural
revitalization and how conflicts and disputes are resolved at the grassroots
level, multiple learning activities have been conducted.
Fourth is in-depth research learning. By forming two research
teams led by senior judges, who lead the teams to grassroots levels to
understand the urgent needs and concerns of the people, through writing
information briefings, statistical analysis, typical cases, judicial
suggestions, research papers, etc., to help improve the legal application
capabilities of cadres and police officers, and provide decision-making
references for local party committees and governments.
Fifth is door-to-door learning promotion. Zhelin Court
emphasizes extending its judicial functions by bringing the court to several
universities within the jurisdiction, conducting circuit trials, mock courts,
etc., allowing college students to have “zero-distance” contact with the law.
At the same time, Zhelin Court brought the court into communities and villages
to preach the Constitution and interpret the law, making the “court at the
doorstep” more and more practical.
III. Party Building Achievement
First is the rich Party building atmosphere in departmental
work. Through a series of learning activities, branch party members are
familiar with using party language and concepts, enhancing the sense of
responsibility among court staff. In terms of business operations, judicial
practices are more standardized, leading to an improvement in the judicial
satisfaction of the people.
Second is the vigorous enhancement of capabilities. The
department has cultivated a strong atmosphere of learning, often witnessing
judges becoming deeply engrossed in legal issues and collaborating intensively
to tackle difficult cases. Materials written by multiple party members have
been published in newspapers such as People’s Court Daily and Shanghai
Law Journal. In December 2023, the White Paper on the Trial of Private
Lending Cases was released, showcasing the capabilities and wisdom of
branch party members and cadres and police officers.
Third is the excellent results achieved by focusing on the core
business. In 2023, the average number of cases concluded per judge in the court
was 368.5, with the rate of satisfactory settlements without appeal of 92.24%.
These achievements are attributable to solid theoretical learning and
professional training.
