To fulfill its judicial role in safeguarding regional production and operational safety, further participate in grassroots governance, and optimize the business environment under the rule of law, the Qingpu People's Court held an event titled "Safeguarding 'Safety Productivity': Joint Fire Safety Governance to Boost Business Environment Optimization" on April 28, 2025, with a focus on regional fire safety.

The event was attended by Gu Jun, Member of the Standing Committee of CPC Qingpu District Committee and Secretary of the Political and Legal Affairs Commission; Fang Zhengjie, Secretary of the Party Leadership Group and President of Qingpu District People's Court; Zhou Jingbing, Director of Qingpu District Fire and Rescue Bureau; Chen Weiqun, Deputy Director of United Front Work Department of CPC Qingpu District Committee and Secretary of the Party Leadership Group of Federation of Industry and Commerce; Xiong Weiwei, Deputy Director of Qingpu District Emergency Management Bureau; and Mo Linming, Deputy Secretary of CPC Huaxin Town Committee. Also present were deputies to Qingpu District People's Congress, members of Qingpu District CPPCC Committee, and enterprise representatives. The event was presided over by Zhang Xiaoqin, Member of the Party Leadership Group and Vice President of Qingpu District People's Court.

At the meeting, the Qingpu District People's Court provided interpretations on relevant cases and data analysis.

Zhang Xiaoqin, alongside Xu Yun, Deputy Director of Qingpu District Fire and Rescue Bureau, jointly signed the Memorandum of Understanding on Establishing a Collaborative Mechanism for Fire Prevention and Diversified Resolution of Fire-related Disputes. The memorandum aims to establish a collaborative platform covering: access to fire incident-related materials; expert consultation services; diversified dispute resolution, and fire safety legal publicity. Both parties will jointly advance fire risk prevention and ensure high-efficiency resolution of fire-related disputes.

Zhou Jingbing stated that strengthening collaboration and linkage between the fire department and the court in fire safety management, risk prevention, and dispute resolution, and achieving deep integration between fire safety prevention and control and judicial safeguards, play a crucial role in protecting the lives and property of the people and maintaining social safety and stability.

Fang Zhengjie introduced the work requirements of the Qingpu District People's Court in serving and safeguarding the overall interests of the district from the aspects of using precise judicial services to assist in the modernization of regional governance, promoting a more optimized business environment through a diversified governance system, and creating a new engine for safety prevention and control through an information interaction platform.

Gu Jun proposed three key requirements: First, the People's Courts must properly balance the relationship between security and development, continuously enhance political awareness, prevent and resolve potential risks and hidden dangers, using the "stability" of production safety escorts to guarantee the "excellence" of a law-based business environment; Second, the judicial functions should be fully leveraged to thoroughly implement the holistic view of national security in the trial and enforcement of all types of cases, actively integrate into the comprehensive governance center construction, and substantively implement the concept of "tackling issues at the source and treating before illness occurs"; Third, emphasis should be placed on the construction of digital courts by developing more practical digital application scenarios and exploring judicial collaboration under the "Digital Rule of Law" framework to enhance the intelligence and efficiency of grassroots governance.

Going forward, the Qingpu District People's Court will continue to perform its judicial functions in maintaining social fairness and justice and ensuring social stability and harmony, adhering to the "connected" mechanisms, "substantive" results, and "converged" synergies, and make full efforts to safeguard the construction of a safe and law-based Qingpu.
