Legal Support for Enterprises: Jiading Court and Federation of Industry and Commerce Launch ¡°Empowering Jiading Businesses¡± Initiative

On May 21, 2025, coinciding with the traditional solar term of Xiaoman and the second day of the implementation of the Private Economy Promotion Law of the People's Republic of China, over 30 entrepreneurs visited the Jiading District People¡¯s Court (hereinafter referred to as the "Jiading Court¡±) to participate in the ¡°Empowering Jiading Businesses¡± initiative, an event organized under the theme of "Observing Court Proceedings, Embracing Rule of Law, and Nurturing Enterprise Confidence.¡± The participants observed a court hearing, joined a discussion session, and explored the role of the rule of law in improving the business environment.

The event was jointly organized by the Jiading Court and the Jiading District Federation of Industry and Commerce (hereinafter referred to as the "District Federation"). Attendees included Wang Yuwei, Deputy Head of the United Front Work Department of CPC of the Jiading District Committee and Secretary of the Party Leadership Group of the District Federation; Wu Jing, Member of the Party Leadership Group and Vice President of the Jiading Court; Chen Pan, Member of the Party Leadership Group and Vice Chairman of the District Federation; as well as Shanghai Municipal People¡¯s Congress Deputy Chen Junjie and Jiading District People¡¯s Congress Deputy Sun Wenli.   

At 2:00 p.m., the Jiading Court held a public hearing of a commercial dispute case. The plaintiff and defendant engaged in a heated debate over the core issues. The entrepreneurial representatives entered the courtroom to observe the proceedings firsthand, gaining a direct understanding of relevant legal principles and deepening their awareness of the critical importance of mitigating legal risks in corporate operations.    

Following the hearing, a representative from the Jiading Court introduced the court¡¯s specific initiatives under the "Empowering Jiading Businesses" program to support and assist enterprises, and presented books to the entrepreneurs. In recent years, the court has continuously issued typical cases and Guidelines for Promoting a Law-Based Business Environment for Enterprises, offering legal guidance on compliant operations, rights protection, and diversified dispute resolution, achieving positive results.  

The Commercial Division of the Jiading Court also gave an in-depth interpretation of the Private Economy Promotion Law of the People's Republic of China, delivering a highly informative lecture to the entrepreneurs and engaging in interactive exchanges.

Representative Comments

Chen Junjie emphasized that the formulation and implementation of the Private Economy Promotion Law of the People's Republic of China reflect the Party and the country¡¯s strong support for the private sector. He praised the court and the federation for building a communication bridge, promoting legal awareness, and listening to the concerns of businesses¡ªkey steps in creating a sound, law-based business environment.

Sun Wenli stated that by participating in the event, business operators better understood the judicial procedures for civil and commercial cases, gained a closer appreciation of the authority and fairness of the rule of law, and deepened their understanding of the critical importance of mitigating legal risks. She highlighted the need for business leaders to continue studying legal knowledge and to contribute to the development of a law-based business environment.

Wang Yuwei remarked that the close cooperation between the District Federation and the Jiading Court exemplifies a vivid embodiment of ¡°empowering the economy through the rule of law.¡± This partnership ensures that enterprises¡¯ needs are promptly addressed, their rights and interests are safeguarded, and their future prospects are anchored in stability. It also integrates the spirit of the rule of law into the very lifeblood of regional economic development. Through this event, entrepreneurs directly experienced the dignity and strength of the law and recognized its crucial role in business operations. Looking ahead, the District Federation of Industry and Commerce will join forces with the court to refine policies with greater precision, deliver services with deeper empathy, and forge closer collaborations. Our goal is to enable enterprises to innovate fearlessly, create without regret, and thrive seamlessly in Jiading.

Wu Jing noted that the event was an important initiative by the court to serve and support regional economic development, and a practical step in engaging private enterprises in dialogue about building a law-based business environment. The Jiading Court will align its work with enterprise needs, ensure equal protection for all market entities, and continue to build diversified commercial dispute resolution mechanisms that offer efficient and convenient legal remedies. Leveraging the Digital Economy Judicial Research and Practice Base and the "Cloud-Enabled Jiading Court" initiative, the court will advance the digital transformation of judicial services. It will also strengthen legal education by promoting typical cases, judicial recommendations, and risk alerts to help enterprises enhance legal awareness and prevent legal risks.

Going forward, the Jiading Court will continue organizing similar business-support initiatives, earnestly implementing the Private Economy Promotion Law of the People's Republic of China, and facilitating the high-quality development of private enterprises. The court aims to help companies operate in full compliance and with greater peace of mind, allowing trustworthy business operators to focus on sustainable growth with confidence.
