


How can “golden ideas” in deputies’ proposals be transformed into “golden keys” to unlock tough challenges?
How can liaison methods be innovated to enable truly “face-to-face” and “heart-to-heart” communication?
Where there is a public call, there must be a judicial response. To further strengthen communication with deputies to the National People's Congress (NPC) and proactively accept their oversight, while advancing the “Dual Engagement & Mutual Conversion” initiative, the Fengxian District People's Court of Shanghai (hereinafter “Fengxian Court”) invited a delegation of deputies from Fengpu Subdistrict to a thematic research session on the afternoon of June 19.
Han Feng, the Acting President and Secretary of the Party Leadership Group of the Fengxian Court, Li Xiaofen, Deputy to the Fengxian District’s People’s Congress and Secretary of the Party Working Committee of Fengpu Subdistrict, Xia Jidong, Member of the Party Leadership Group and Vice President of the Fengxian Court, Xu Jin, Deputy Director of the Legislative Affairs Commission of Fengpu Subdistrict and Deputy to the Fengxian District’s People’s Congress, as well as more than 20 other relevant functional departments from the Fengxian Court and Fengpu Subdistrict and some district-level People's Congress representatives participated in the event.
Connotation of the “Dual Engagement & Mutual Conversion” Work: “Dual Engagement” refers to NPC deputies visiting courts and procuratorates, while judges and procurators visit grassroots practice sites (also known as “Dual Integration and Dual Promotion” sites). “Mutual Conversion” denotes the bidirectional coordination and conversion between suggestions from NPC deputies and judicial/procuratorial suggestions.
Inside the Court
The deputies began their visit at the Litigation Service Center of the Fengxian Court, where they observed the case filing process to experience firsthand the court’s people-centered judicial services. From the “Digital Parking Code” system and the “Barrier-Free Service Station” to the “Fengfa Big Data Platform”, they gained a close-up view of the court’s efforts to enhance judicial convenience and accessibility.
At the Information Management Center of Fengxian Court, Judge Tan Wenzhong, in charge of the Judge Team in the Case-Filing Division, introduced to the deputies the first comprehensive supervision and management service platform for the litigation rate per ten thousand people in the city, which was independently developed by Fengxian Court. By conducting real-time monitoring and in-depth utilization of big data on litigation cases across the district, the platform actively integrates judicial service resources into the overall framework of grassroots social governance, achieving source prevention and front-end resolution of conflicts and disputes.
Observing a Court Trial
Trial observation serves as an effective way for NPC deputies to fulfill their supervisory duties in accordance with the law. It is also a crucial means to promote judicial transparency and standardize judicial conduct. During the event, the deputies also observed the trial of a case involving official crime, gaining an clear understanding of the trial process of the Fengxian Court. The standardized trial left the representatives with a deep impression of the solemnity of justice.
After the trial, Pei Sunying, the Presiding Judge of the case and Deputy Chief Judge of the Criminal Division, provided legal explanations and answered questions for the deputies regarding the case-handling approach, sentencing recommendations, and other relevant legal provisions.
Discussion and Exchange
During the symposium, Han Feng chaired the meeting and introduced the basic information of Fengxian Court. Xia Jidong reported on the progress of the “Dual Engagement & Mutual Conversion” work of Fengxian Court. Li Xiaofen gave an overview of Fengpu Sub-district. Xu Jin briefed on the “Double Engagement and Mutual Transformation” situation of Fengpu Subdistrict.
During the exchange and discussion session, the deputies spoke freely and offered suggestions for the high-quality development of the court's work.
Chen Jianqin and Tang Weiwei, from the perspective of grassroots community workers, proposed, “We hope the court will further strengthen legal publicity and education, and send more professional judges into communities with typical cases and legal education courses to reach out to the people and effectively enhance community governance capabilities.”
With deep concern and high expectations for the growth of young people, Deputy Wang Danhua suggested, “Further strengthen judicial supervision over online infringements against teenagers, enhance the legal awareness of young tech entrepreneurs, and safeguard the healthy development of enterprises.”
Zhang Yifeng, from the perspective of a grassroots administrative law enforcement worker, proposed, “The court should further strengthen supervision and guidance over daily administrative law enforcement cases, do a good job in updating and publicizing typical cases, and contribute to the construction of a government under the rule of law.”
In her speech, Li Xiaofen mentioned that the Fengxian Court has provided a great platform for communication and exchange for the deputies to Fengpu Sub-district’s People’s Congress. She hoped that the court would focus on the in-depth application of low-altitude economy in urbanized areas, offer legal support to young tech entrepreneurs, strengthen judicial services in areas such as intellectual property rights and the business environment, and jointly promote the “Dual Engagement & Mutual Conversion” work.
Han Feng stated that every suggestion and opinion from the NPC deputies carries the voices and expectations of the people, as well as higher expectations for strict and impartial justice. It is essential to earnestly enhance our political stance, accurately understand and grasp the key concerns and thoughts reflected in these suggestions and opinions.
Going forward, the Fengxian Court will firmly uphold the principle of putting the people first, deeply advance the “Dual Engagement & Mutual Conversion” work, further expand the coverage of deputy liaison work, continuously innovate the forms of deputy liaison, and continuously deliver diverse, multifaceted, and personalized judicial resources to the grassroots level. This will promote the deep integration and practical implementation of the court's work with regional efforts, providing solid judicial services and safeguards for the new journey of high-quality development towards “a beautiful and strong Fengxian District.”
