This mechanism establishes a working structure for safeguarding judges' rights and interests characterized by "Party Committee leadership, coordination by the Political and Legal Affairs Commission, court leadership, and collaboration among political and legal entities". The signing ceremony was presided over by Fang Zhengjie, Secretary of the Party Leadership Group and President of the Qingpu District People's Court.

During the event, President Fang Zhengjie introduced the origin of the "July 21 Shanghai Courts Judges' Rights and Interests Protection Day" and elaborated on the significance of the protection of judges' rights and interests as well as the signing of the Framework Agreement on joint prevention and control.

The Qingpu District People's Court reported recent years' data on typical cases of violations against judges and highlighted the current pain points in occupational risks faced by judges in performing their duties. The Qingpu Branch of the Shanghai Public Security Bureau, the Qingpu District People's Procuratorate, and the Qingpu District Judicial Bureau each delivered remarks on deploying joint police force response mechanisms, strengthening legal supervision, and enhancing education and supervision of lawyers and grassroots legal practitioners.

Guo Aimin, Deputy Secretary of the Political and Legal Affairs Commission of the CPC Qingpu District Committee, delivered the concluding remarks of the event and put forward four requirements for building a joint prevention and control mechanism for the protection of judges' rights and interests: First, raise political awareness and strengthen the sense of responsibility; second, improve the coordination mechanism to form a joint force for protection; third, adhere to handling matters in accordance with the law to ensure targeted protection; fourth, enforce strict supervision and assessment to ensure strong and effective implementation.

At the meeting, the Qingpu District People's Court released several representative cases from recent years that exemplify the protection of judges in performing their duties according to law, demonstrating the clear stance of the People's Court in resolutely punishing unlawful acts and effectively safeguarding judges' lawful performance of duties, and guiding the entire society to jointly become defenders of the rule of law.

Earlier, the Qingpu District People's Court had organized a court officers symposium on the protection of judges' rights and interests, where members of the court leadership team, heads of various departments, and front-line court officers sat together at roundtable discussions to directly address the pain points and challenges in safeguarding judges' rights and interests.
