On the afternoon of November 14, 2025, the Jiading District People's Court of Shanghai (hereinafter referred to as "Jiading District People's Court") held an unveiling ceremony at Nanxiang Gaming Valley to mark the establishment of Shanghai's circuit trial (mediation) workstation dedicated to the gaming industry. The event also featured the "Digital Intelligence · Jiading Insights" Symposium on Legal Issues in the Online Gaming Industry. Alongside this event, Shanghai Intellectual Property Court (Jiading) Circuit Trial Point launched the first circuit trial. This initiative represents another key step by the Jiading District People’s Court in its ongoing effort to refine the judicial system and supply of judicial services to meet the region’s development needs. In recent years, with the approval from the Shanghai High People's Court (SHPC), the Jiading District People's Court has established the Shanghai Court Digital Economy Judicial Research and Practice (Jiading) Base, aimed at supporting and safeguarding the development of the digital economy and new quality productive forces. The Court has pioneered a comprehensive "12 × 12 × 12" circuit trial model that enables the precise delivery of justice across 12 towns, throughout 12 months, and in 12 categories of disputes. The setup of this new workstation both extends the reach of the Digital Economy Base and further advances the "12 × 12 × 12" circuit trial model. It is a practical measure to support the upgrading of regional characteristic industries and to safeguard the development of new quality productive forces.

District People's Court.
Qian Guangwen and Lu Wenjia presented a
selection of publication books to representatives of enterprises, including the
Selected Cases of Shanghai Third Intermediate People's Court (Shanghai
Intellectual Property Court, Shanghai Railway Transportation Intermediate
Court) (2014-2024), the Frontier Issues of Digital Economy and Judicial
Practice Research (Volume II) by Jiading District People's Court, and the
Case Manual on Judicial Safeguarding High-Quality Development (Business
Environment Edition) by Jiading District People's Court.
After the unveiling ceremony, the
Shanghai Intellectual Property Court (Jiading) Circuit Trial Point held an
inaugural circuit trial at Nanxiang Windfun Digital Park and a public hearing
of an online gaming intellectual property case on-site. The hearing was
conducted by a collegial bench composed of Fan Jingbo, Presiding Judge of the
Intellectual Property Comprehensive Trial Second Division of the Shanghai
Intellectual Property Court, and Judges Ye Jufen and Zhang Ning. Attendees
observed the hearing.

Witnessing the inauguration of the
Jiading District People's Court's workstation at Nanxiang Gaming Valley today,
I am truly gratified. The gaming industry is a new driver of Jiading's economic
development. Like modern agriculture, it requires careful cultivation and the
protection of the rule of law. This workstation represents a valuable
exploration of proactively advancing judicial services and accurately aligning
them with industry needs, effectively embedding legal services into the very
front line of the industrial chain. This model provides a platform for rapidly
addressing the intellectual property (IP) protection issues that enterprises
care most about, helping to foster a stable and transparent environment for the

The establishment of a circuit trial
(mediation) workstation for the gaming industry represents a proactive

industry–academia–research seminar held concurrently with this event also
signifies the emergence of a new, multi-stakeholder governance framework
