On July 19, Chen Yajuan, Secretary of the Party Leadership Group and President of Shanghai Third Intermediate People's Court, led a team to Shanghai Environment and Energy Exchange (SEEE) to investigate the legal problems and judicial needs encountered in the work since the national carbon emissions trading market was launched a year ago. Yu Qiuwei, Member of the Party Leadership Group and Vice President, Liu Jie, SEEE General Manager, and relevant heads of Civil Division and Bankruptcy Division participated in this investigation.
At the meeting, Fan Dongxing, Deputy Director of the National Carbon Market Operation Center, SEEE, introduced the establishment background and positioning of SEEE and the situation of the national carbon market developed based on Shanghai carbon emission market. Binhui, Deputy General Manager of SEEE, put forward suggestions on the handling procedures for international and domestic cases. The two sides discussed the issues on strengthening the legislation guarantee for dual carbon goals, regulating market management, optimizing administrative supervision, improving carbon-related public interest litigation system, enhancing judicial support for enterprise innovation, and dealing with seized carbon quotas.
After listening carefully to the speeches of the participants, Chen Yajuan said that the national and Shanghai municipal carbon emission trading markets have given full play to the vital role of carbon trading mechanisms in carbon pricing and reducing the cost of carbon emissions in the whole society. Shanghai Third Intermediate People's Court will carefully analyze and study the judicial needs and opinions and suggestions put forward by SEEE, carry out relevant research on serving and safeguarding the realization of dual carbon goals, and have relevant divisions to further strengthen information exchange and sharing with carbon emission trading institutions, strengthen the learning of carbon-related judicial business, improve their ability to handle carbon-related disputes, and properly deal with carbon-related cases arising during carbon market operation, thereby providing high-quality judicial services and guarantees for promoting the dual-carbon work . >> Chinese Version
