On the morning of November 8, Liu Xiaoyun, Secretary of the Party Leadership Group and President of Shanghai High People's Court, attended the Shanghai Private Economy Development Forum and delivered a keynote speech. This forum, themed by "optimizing the law-based business environment and promoting the development of private enterprises under the rule of law", was held by the United Front Work Department of CPC Shanghai Municipal Committee and Shanghai Federation of Industry and Commerce. At the meeting, Plan of Shanghai Municipality on Serving the High-Quality Development of Private Economy by the Rule of Law and Special Action Plan for Providing Services by the Rule of Law (2022-2023) were issued and launched, which were jointly formulated by Shanghai Federation of Industry and Commerce and Shanghai High People's Court, Shanghai People's Procuratorate, Shanghai Municipal Public Security Bureau, and Shanghai Municipal Bureau of Justice, etc. 

In his speech, President Liu Xiaoyun introduced the measures and achievements of Shanghai courts in thoroughly implementing the guiding principles of General Secretary Xi Jinping's important speeches on developing private economy and the decisions and plans of the CPC Central Committee, giving full play to their judicial functions, and providing effective judicial services for the healthy development of private economy in recent years. He also gave an outlook on the future work and pointed out that facing the new historical missions, Shanghai courts will earnestly implement the guiding principles of the 20^th CPC National Congress, make efforts to foster a higher-level, law-based business environment, and taking into account the judicial needs of enterprises in their life cycle (incorporation, operation, development, and withdraw), provide one-stop, all-round, and more effective judicial services for the healthy development of private economy.
