On March 27, the Shanghai High People¡¯s Court (SHPC) held the ¡°Justice with Fairness, Stars Shining over the Huangpu River¡± Shanghai Court Pioneer Release Activity of New Era. Attendees included Zhu Zhongming, deputy secretary of the Municipal Party Committee and secretary of the Political and Legal Affairs Commission, Wu Xinbao, vice president of the Shanghai Municipal Committee of the CPPCC, Jia Yu, secretary of the Party Leadership Group and president of SHPC, Chen Yong, chief procurator, and Jiang Ping, president and secretary of the Party Leadership Group of Shanghai Law Society. The event was also attended by leaders from relevant departments including the Political Department of the Supreme People¡¯s Court, the Publicity Department of the CPC Shanghai Municipal Committee, the Political and Legal Affairs Commission of Shanghai Municipal Committee of the Communist Party of China, Organization Department of the CPC Shanghai Municipal Committee, the Working Committee of Shanghai Municipal Government of Shanghai Municipal Committee, the Shanghai People¡¯s Procuratorate, the Shanghai Public Security Bureau, the Shanghai State Security Bureau, the Shanghai Municipal Bureau of Justice, deputies of the National People¡¯s Congress, deputies to the Shanghai Municipal People¡¯s Congress, members of the Chinese People¡¯s Political Consultative Conference, special supervisor of SHPC, specially invited consultant, leaders of some cooperative colleges, heads of industry associations, and media representatives. Members of the Party Leadership Group of SHPC, court leaders, and bureau-level officials attended the event in the main venue, along with the presidents of the primary and intermediate courts. Other cadres and police officers from three levels of courts across the city watched the event synchronously through video sessions and the Shanghai Court mobile app.

Zhu Zhongming pointed out that in recent years, under the leadership of the Party Leadership Group of the SHPC, the Shanghai court system has conscientiously implemented the spirit of General Secretary Xi Jinping¡¯s important instructions on Comrade Zou Bihua¡¯s exemplary deeds, not only creating first-class judicial achievements, but also forging a judicial iron army with firm political beliefs, superb professional skills, and good work style. He demanded to create an atmosphere of learning from and emulating exemplary figures, strive to be role models, and continue to take the lead and set an example in the new journey. Firstly, we must take the initiative in ¡°following the Party¡¯s leadership with an unwavering determination¡±. We shall cultivate our abilities to handle issues and promote work from a political perspective to effectively enhance political acuity and discernment. Besides, we shall be committed to the concept that the political and legal affairs system belonging to the Party, and Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, to persistently strengthen the Party¡¯s political construction, thereby consolidating the Party¡¯s governing foundation in the process of resolving disputes. Secondly, we shall be at the forefront in ¡°serving high-quality development¡±. The top priorities of the nation and the ¡°four priorities¡± should always be kept in mind; the legal protection for the construction of the ¡°five centers¡± must be continuously strengthened; more ¡°Fengqiao-style working methods¡± need to be explored within the court system; more judicial wisdom has to be contributed to the primary-level governance and peace of Shanghai. Thirdly, it is essential to pioneer in practicing the judiciary for the people. Always stand with people, uphold justice with unwavering strictness and impartiality, adeptly manage the ¡°minor yet heartfelt cases¡± and address the ¡°practical concerns¡± that align with public expectations, ensuring that the fairness and justice are universal and omnipresent. Fourthly, it is crucial to lead the way in the principle that ¡°it takes a good blacksmith to make good tools.¡± An in-depth study and education of the eight-point decision on the implementation of the spiritual education shall be firmly carried out to consolidate and deepen the achievements of Party discipline study and education, strengthen the construction of quality and ability, and continuously improve the professional skills to serve and safeguard the construction of Shanghai as an international metropolis.

Jia Yu put forward three opinions on inheriting and carrying forward Zou Bihua¡¯s spirit and continuously promoting the modernization of the court team. First, we must strengthen our convictions and strive to be the trailblazer in political construction. We must always bear in mind the fundamental political attribute of the political and law affairs system belonging to the Party, be firm believers and faithful practitioners of Xi Jinping Thought on the Rule of Law, and demonstrate judicial responsibility and action in supporting and serving the overall economic and social development. Secondly, we must be loyal and dedicated, and strive to set an example in judicial quality and efficiency. We must adhere closely to the principles of ¡°fairness and efficiency¡±, ensuring that the core objective of serving the people is integrated into every stage of judicial case processing. We should strive to cultivate more exemplary cases and establish judicial brands that exemplify Shanghai¡¯s professional excellence and resonate with national significance. Third, we must be enterprising and strive to blaze the trail in reform and innovation. We must implement all the requirements of the judicial responsibility system, take the construction of digital courts as the driving force for Shanghai courts to continue to maintain their leading position, and strive to create a ¡°Shanghai model for judicial model reform in the new era¡±.

At the event, 15 pioneers and role models of Shanghai courts in the new era were announced. Through four thematic sections, namely ¡°Led by Political Development, Safeguarding the Overall Development with a High-Stance Vision¡±, ¡°Prioritizing Judicial Quality and Efficiency, Excelling in Professionalism to Fulfill the Original Aspiration of Serving the People¡±, ¡°Empowering through Digital Reform, Implementing Responsibilities with New Concepts¡±, and ¡°Shining Stars over the Huangpu River, Jointly Composing a Judicial Masterpiece¡±, the event vividly showcased the spirited and proactive demeanor of the Shanghai court team through various forms such as character interviews, sitcoms, on-site speeches, and audio-visual poetry.
