On July 24, the seminar on "Implementing the Criminal Defense System and Enhancing Judicial Protection of Human Rights" was held at the Zhangjiang office of the Pudong New Area People's Court. Jia Yu, Secretary of the Party Leadership Group and President of the Shanghai High People's Court and President of the Chinese Association of Criminal Law Research, together with Zhou Jiahai, Director of the Research Office of the Supreme People's Court and Secretary-General of the Chinese Association of Criminal Law Research, attended the seminar. Zhang Lei, Executive Deputy Secretary of the Political and Legal Affairs Commission of the CPC Shanghai Municipal Committee; Liu Jing, Member of the Party Leadership Group and Vice Chief Procurator of the Shanghai People's Procuratorate; and Song Lie, Member of the Party Committee and Deputy Director General of the Shanghai Municipal Bureau of Justice, attended the opening ceremony and delivered remarks. Zhang Jinsong, Standing Committee Member of the Pudong New Area District Committee and Secretary of the Political and Legal Affairs Commission, delivered a speech. Wang Yuzhan, Member of the Party Leadership Group and Vice President of the Shanghai High People's Court, presided over the opening and closing ceremonies. This seminar focused on the theme of "Advancing Full Coverage of Lawyer Defense in Criminal Cases". It was jointly organized by the Chinese Association of Criminal Law Research and the Shanghai High People's Court, co-organized by the Pudong New Area People's Court and the Shanghai Bar Association, with the support of the Pudong New Area Judicial Bureau.

At the opening ceremony, President Jia Yu put forward three requirements for further advancing full coverage of lawyer defense in criminal cases: First, it is necessary to raise political awareness and fully recognize the great significance of full coverage of lawyer defense in criminal cases for promoting high-quality development of trial work; second, it is necessary to adhere to the trial-centered approach and give full play to the substantive role of lawyers in the defense of criminal cases; third, it is necessary to continuously intensify efforts and steadily enhance the effectiveness of full coverage of lawyer defense.

During the thematic discussion stage, participants shared valuable insights on four key topics: "Working Mechanisms for Full Coverage of Lawyer Defense in Criminal Cases", "Lawyer Defense in Cases Involving Disputes over Guilt and Innocence", "Lawyer Defense under the Leniency System for Pleading Guilty and Accepting Punishment", and "The Positioning and Role of Lawyers in Commutation and Parole Cases".
