On January 8,
2026, the Shanghai High People¡¯s Court (SHPC) convened a conference on officials
and talent development for Shanghai courts, making overall arrangements for
related work across the court system. Jia Yu, Secretary of the Party Leadership
Group and President of the SHPC; Qian Mingtao, Deputy Director of the
Organization Department of the CPC Shanghai Municipal Committee and Director of
the Office of the Organizational Setup Commission of the CPC Shanghai Municipal
Committee; and Ma Yaxuan, Director of the Political Department of the Political
and Legal Affairs Commission of the CPC Shanghai Municipal Committee,
attended the conference and delivered speeches. Chaired by Lu Weimin, Deputy
Secretary of the Party Leadership Group and Vice President of the SHPC, the
conference was attended by the members of the SHPC leadership; presidents of primary-level
courts; directors of political departments of intermediate and primary-level
courts; representatives of judicial personnel, including the National Adjudication
Experts, the 2025 Shanghai Courts Adjudication Experts, and officials providing
paired-up assistance to Xinjiang and Xizang; officials holding chief middle-management
posts at the SHPC; and deputy heads of the disciplinary inspection and
supervision group stationed at the SHPC by the Shanghai Municipal Discipline
Inspection Commission and Supervisory Commission.
President Jia Yu emphasized that, facing new circumstances and new tasks, all courts in Shanghai must continue to advance the modernization of the Shanghai court personnel development system, known as the ¡°1+6+X¡± work framework. The aim is to accelerate the transformation of officials and talent development from a "key variable" into the ¡°greatest increment¡± that drives the high-quality development of Shanghai courts. The first is to prioritize optimizing ranks of officials by focusing on developing a robust backbone of capable personnel able to shoulder significant responsibilities. This includes optimizing the age structure to break free from established paths, and deepening the reform of judicial quotas to secure more policy support. Additionally, strengthening the exchange and training of officials will bring fresh talent to the courts while developing their internal capabilities. The second is to foster talent by accelerating the creation of a hub for high-caliber personnel. Efforts must focus on continuously expanding the cultivation of specialized personnel, increasing the development of talent in areas facing shortages, and advancing the collaborative cultivation of legal professionals committed to the rule of law across different sectors. The third is to establish mechanisms to fully unleash the internal drive and vitality of court staff. This includes improving a "whole-chain" system for selecting, training, managing and appointing personnel, enhancing an "all-round" incentive and evaluation system, and implementing an "all-encompassing" approach to strict management and caring support.
At the conference, a review and summary of the officials and talent development over the past three years was presented. Director Wang Liqiu announced the list of the Sixth National Adjudication Experts and the 2025 Shanghai Court Adjudication Experts. Certificates were awarded on site to the Shanghai Court Adjudication Experts.
