Changning Court Held Public Hearing on Forging, Selling and Buying State Organ Documents during Lockdown
On the morning of June 24, 2022, the Criminal Division of the Changning People¡¯s Court (the ¡°Court¡±) held a public hearing on the case of YUAN and ZHANG forging, selling and buying state organ documents, and sentenced YUAN to imprisonment of one year, with one-year probation, and imposed a fine of RMB 2,000 yuan; and ZHANG to imprisonment of seven months, with one-year probation, and imposed a fine of RMB 2,000 yuan. The case was solely tried by Peng Zhijuan, Member of the Party Group and Vice President of the Court. People from media outlets like Shanghai Television, Shanghai Digital Mobile Television, and Changning Media, attended the hearing. In early April 2022, YUAN, without the qualification of transport, provided an electronic template to ZHANG and asked him to forge a pass so that he could profit from transporting during the lockdown in the city. ZHANG then asked someone else to tamper with the template by changing the name to YUAN and forged a ¡°Shanghai Daily Supplies Transport Pass¡±. YUAN then bought online two copies of ¡°Shanghai Temporary Pass for Anti-COVID19 Supplies (Daily Supplies)¡±, and bought from others through ZHANG another one copy. After receiving the passes, YUAN began taking orders on his phone and charged high rates for carrying passengers and goods illegally. On the morning of May 6, 2022, as YUAN drove a passenger to the parking lot of the Hongqiao Railway Station, the passes were seized by the police. In the afternoon of that day, ZHANG was arrested. The appraisal results showed that the passes seized from YUAN were forged. The Changning District People¡¯s Procuratorate initiated a public prosecution on June 17.
