Special Protection Ⅰ: A Coordinated Judicial Process
Shanghai Changning People’s Court suggested that there should be personnel specializing in criminal cases of minors in police, procuratorates, and judicial departments; in addition, the juvenile delinquents be separated from adult criminals in detention in 1986, which was proactively responded by the foregoing authorities in the district. The “coordinated judicial process” of the criminal cases of minors consisting of detention, preliminary hearing, prosecution, trial, defense, and control of juvenile defendants gradually took shape. Such practice was forthwith promoted to all courts in Shanghai by Shanghai High People’s Court. Furthermore, it was also fully affirmed by the Supreme People’s Court and promoted all over the country, leading to establishment of juvenile courts therein.
