Pooling Efforts for Coordinated Resolution and Dispute Settlement: Qingpu District People's Court Holds Press Conference on Integrated Collaborative Resolution of Traffic Accident Disputes

In order to uphold and develop the "Fengqiao Experience" in the new era, further deepen the diversified resolution mechanism for financial and insurance disputes, solidify a new model of integrated collaborative dispute governance between "industry + judiciary", continuously standardize adjudication and mediation benchmarks, and handle traffic accident liability disputes fairly and efficiently, on the afternoon of November 12, 2025, the Qingpu District People's Court, Qingpu Branch of Shanghai Public Security Bureau, and Qingpu District Judicial Bureau jointly held a press conference to promote the integrated collaborative mechanism for diversified co-governance and shared mediation in traffic accident liability dispute cases. The conference announced the highlights of the jointly signed the Judicial Protection and United Journey¡ªMemorandum of Integrated Collaborative Mechanism for Diversified Co-governance and Shared Mediation in Traffic Accident Liability Dispute Cases, presented typical cases involving traffic accident disputes, and held unveiling ceremonies for the Traffic Accident Co-governance and Shared Mediation Studio and the Shared Mediation Workstation.

Huang Yong, Vice President of Qingpu District People's Court; Jia Changwei, Deputy Director General of Qingpu District Judicial Bureau; Shen Weizhi, Captain of the Traffic Police Detachment of Qingpu Branch of the Shanghai Public Security Bureau; and Yu Xianghong, Chief Judge of Qingdong People's Tribunal of Qingpu District Court attended the press conference. The press conference was hosted by Gao Jindeng, Director of the Political Department and Spokesperson of Qingpu District People's Court. Some municipal People's Congress deputies, members of the CPPCC of Qingpu District, and reporters from news media were invited to attend.

Yao Shaojie, Deputy District Governor of Qingpu District and Director General of Qingpu Public Security Sub-Bureau; Fang Zhengjie, President of Qingpu District People's Court; Xu Feng, Secretary of the Party Committee of Qingpu District Judicial Bureau; and Xia Xiaoli, Director of the Shanghai Banking and Insurance Dispute Mediation Center, jointly signed the Memorandum.

In order to fully leverage the functional strengths of the people's courts, public security authorities, judicial administrative departments, and industry mediation organizations in the work of diversified co-governance and shared mediation, and to effectively resolve the current difficulties and key issues in handling traffic accident disputes, such as numerous identification procedures, long processing periods, and inconsistent compensation standards among insurance companies, and to explore a governance path featuring "fewer lawsuits, fewer disputes", the Qingpu District People's Court, together with the Qingpu Public Security Sub-Bureau, the Judicial Bureau, and the Shanghai Banking and Insurance Dispute Mediation Center, jointly signed the Memorandum prior to the press conference.

The Memorandum signed on this occasion covers four main areas: diversified co-governance, deep integration, uniform compensation for similar cases, and long-term sustainability. Through the signing of the Memorandum, the court, public security authorities, judicial administrative departments, and industry mediation organizations have eliminated collaboration barriers, established a regular coordination mechanism, achieved resource sharing, information exchange, and mutual recognition of procedures, created a new model of "shared mediation", and formed a new mechanism for "mutual recognition within the industry". These efforts aim to transform the current situation from "different compensation for similar cases" to "standardized compensation". At the same time, a joint training mechanism for the shared mediation team has been established to ensure the long-term operation of the collaboration. A new framework for joint participation in mediation work is being built, providing parties to traffic accident disputes with a "one-stop, full-process, and highly efficient" resolution path, thereby safeguarding the "road to safety" for the public.

In order to establish a new framework for diversified and collaborative dispute resolution and to efficiently and substantively resolve traffic accident disputes, the Qingpu District People's Court took the lead in setting up the Traffic Accident Co-governance and Shared Mediation Studio before the press conference. In collaboration with Ping An Property & Casualty Insurance Company of China, Ltd., Shanghai Branch, it also established the Shared Mediation Workstation.

The Traffic Accident Co-governance and Shared Mediation Studio is permanently staffed by judges from the Qingdong People's Tribunal. It integrates professional mediation resources from multiple entities and establishes a solid foundation for dispute resolution through eight mechanisms. These mechanisms include standardizing adjudication and mediation practices through industry mediation and judicial coordination meetings, ensuring efficient case transfer through the litigation-mediation interface mechanism, enhancing mediation professionalism through information exchange and joint training of mediators, and improving the overall governance system through mechanisms such as mutual recognition of multi-party cases and early warning of major disputes. These efforts comprehensively address the key challenges in dispute resolution.

Cao Guangqun, Deputy Director General of the Shanghai Office of the National Financial Regulatory Administration; Li Shulan, Standing Member of the Adjudication Committee of the Shanghai High People's Court; Gu Jun, Member of the Standing Committee of the CPC Qingpu District Committee and Secretary of the District Political and Legal Affairs Commission; and Wang Guoxin, Vice President of the Shanghai Second Intermediate People's Court, jointly unveiled the nameplate for the "Traffic Accident Co-governance and Shared Mediation Studio".

The on-site mediation station set up by Ping An Property & Casualty Insurance Company of China, Ltd., Shanghai Branch, supplements the initiative under the model of "insurance + judiciary". Through real-time mediation, on-site guidance by judges, and judicial confirmation, this station strengthens both the efficiency of dispute resolution and the protection of parties' rights and interests. It not only realizes standardization and centralization in dispute resolution but also shortens the processing cycle and reduces disputes over insurance claims.

 The joint efforts of the "one studio and one station" create synergy by establishing strong institutional support through the studio and optimizing practical procedures through the station. This approach will significantly enhance the efficiency of dispute resolution, reduce disputes over insurance claims, and serve as a replicable model for regional governance, injecting strong momentum into the modernization of grassroots social governance.

Going forward, the Qingpu District People's Court will continue to use the co-governance and shared mediation mechanism as a key lever to deepen coordination between government departments and courts, as well as cross-departmental collaboration. More insurance institutions will be introduced in due course to improve the standardized mediation process and the interface with judicial confirmation. Professional guidance and data sharing will be further enhanced to make dispute resolution more efficient and better regulated. At the same time, the court will extract replicable practical experience and expand service coverage through a point-to-area approach, further reducing the litigation burden on the parties and enhancing the public's sense of judicial satisfaction. These efforts will contribute more wisdom and strength from Qingpu District People's Court to the modernization of grassroots social governance.

At the conference, Zhou Yu, Deputy to the Shanghai Municipal People's Congress and General Manager of Shanghai Yongsheng Melon and Fruit Professional Cooperative, provided comments on the event: Regarding traffic accident cases, victims of traffic accident disputes are generally individuals. While suffering physical and mental harm, they also have to cope with various issues during the claims process, which can easily lead to conflicts and eventually litigation. The co-governance and shared mediation mechanism promotes diversified dispute resolution, effectively broadens victims' compensation channels, and ensures that someone is responsible for managing the incident, someone calculates the claims, someone conducts the assessments, and someone pays the compensation. This not only addresses the urgent needs of victims, but also alleviates the prominent contradiction of excessive caseloads and insufficient judicial personnel, while improving the overall level of social governance. In view of the local context, Qingpu serves as Shanghai's gateway hub to the Yangtze River Delta region and is home to logistics companies such as SF Express, Deppon Express, ZTO Express, YTO Express, STO Express, and YUNDA Express. With a well-developed transportation and logistics industry, traffic accidents are inevitable. Based on local realities, the Qingpu District People's Court has established a Regional Co-governance and Shared Mediation Studio and developed a co-governance and shared mediation mechanism. In the handling of traffic accidents, the court, public security authorities, judicial administrative departments, and industry mediation organizations all contribute efforts, enabling multi-platform coordination and information sharing. This has created a new pathway for the steady and rapid resolution of similar disputes, effectively safeguarding the rights and interests of victims and contributing to regional economic development. The results achieved have been significant, and it is hoped that these advanced experiences and practices can be further replicated and promoted.
